Brief Synopsis

Who Plays and Who Decides is an examination of the national commercial building market.  Produced for the Department of Energy, Office of Building Technology, the book contains 12 chapters.  Those wanting a comprehensive understanding of the market may want to read the book cover to cover.  Those who are interested in one or more of the submarkets, future trends, or decision making may wish to read selected chapters.

Key conclusions are:

  • There are significant technological and social trends that will influence the future need for, the use of, and the manner in which commercial buildings are constructed.
  • The sub-markets within the commercial building market are bifurcated.  In each sub-market there are a relatively small number of large national level players who build, manage, and or lease large amounts of floor space.  There are also a very large number of local players who operate and/or manage large numbers of small commercial buildings.
  • Two strategies are needed to improve the efficiency of commercial buildings.  One strategy would address the large national players at the national level.  A second strategy would partner regional and local interest groups with utilities and others to address the efficiency needs of small building owners.
